01 Purpose

This document outlines the guiding principles that shape the design, development, and operation of Before the Call (“B4C”).

These principles serve as the foundation for product decisions, customer relationships, and long-term platform development. They are intended to provide transparency into how Big Bull Technologies approaches software development for first responder organizations.

02 Our Philosophy

Before the Call was created around a simple belief:

Administrative excellence supports operational excellence.

Every emergency response begins long before the tones sound.

  • Departments recruit members.
  • Leaders develop policies.
  • Training officers maintain certifications.
  • Boards approve budgets.
  • Committees organize fundraising events.
  • Officers prepare meetings.
  • Members complete administrative responsibilities.

These activities happen before emergency response begins, and they continue after it ends. Strong administration creates stronger organizations. Before the Call exists to support that mission.

03 Administration Comes First

Everything we build should improve administrative operations.

When evaluating new features, we ask a simple question:

Does this help departments manage the work that happens before or after emergency response?

If the answer is no, the feature may not belong within Before the Call. This principle keeps our platform focused and prevents unnecessary complexity.

04 Stay in Our Lane

Before the Call is intentionally designed with clear operational boundaries.

We believe departments are best served when specialized software performs specialized functions. Before the Call focuses on administration. Other systems focus on emergency response.

For that reason, Before the Call does not attempt to replace:

  • CAD systems
  • Dispatch platforms
  • Incident management software
  • Electronic patient care reporting systems
  • Incident Command platforms
  • Emergency communications systems

Maintaining this separation allows each system to perform its intended purpose effectively.

05 Technology Should Reduce Administrative Burden

Technology should simplify work — not create additional work.

Every feature should help departments spend less time managing administrative processes and more time serving their communities.

If software makes administrative work more complicated, it has failed its purpose.

06 Artificial Intelligence Should Assist, Never Replace

Artificial intelligence is a productivity tool. It is not a decision maker.

Within Before the Call, AI may assist with organizing information, drafting documents, summarizing content, and generating administrative suggestions.

Artificial intelligence should never replace:

  • Department leadership
  • Board decisions
  • Policy development
  • Personnel decisions
  • Legal review
  • Professional judgment
  • Emergency response decision-making

Human oversight remains essential. Departments are responsible for reviewing AI-generated content before using it for official purposes.

07 Departments Own Their Information

Departments create their own administrative records.

Departments control those records.

Departments determine how those records are used.

Big Bull Technologies provides the software platform that helps organize administrative information, but ownership of customer-generated records remains with the department, subject to applicable agreements and law.

08 Security Is an Ongoing Responsibility

Security is not a single feature.

It is an ongoing process of evaluating risk, improving safeguards, and protecting customer information.

Big Bull Technologies is committed to continuously improving the security of Before the Call while remaining transparent about our practices and responsibilities.

09 Transparency Builds Trust

Trust is earned through openness.

We strive to clearly explain:

  • What Before the Call does.
  • What Before the Call does not do.
