01 Purpose

Station Presence Verification is an optional administrative feature within Before the Call (“B4C”) that helps Departments automatically document member presence at approved department locations.

The feature is designed to reduce administrative workload by recording arrival and departure events that may be used for administrative purposes such as attendance tracking, volunteer hour reporting, training participation, stipend documentation, payroll support, and other organizational records.

Station Presence Verification is not an employee monitoring or personnel tracking system.

02 Our Philosophy

Administrative work should happen automatically whenever reasonably possible.

Rather than asking members to manually clock in, clock out, or complete attendance forms, Station Presence Verification allows approved department locations to automatically generate administrative events when a member arrives or leaves.

The objective is to reduce paperwork — not increase surveillance.

03 How It Works

When enabled by the Department and authorized by the user:

  1. The Department configures one or more approved locations.
  2. The member grants the necessary location permissions on their device.
  3. The B4C mobile application monitors for entry into and exit from approved geofenced locations.
  4. Arrival and departure events are recorded.
  5. Those events may be used to assist with administrative recordkeeping.

These events may be reviewed, corrected, or supplemented by authorized Department personnel when appropriate.

Station Presence Verification may support:

  • Duty hour tracking
  • Volunteer service hour documentation
  • Attendance verification
  • Training participation
  • Meeting attendance
  • Committee participation
  • Station staffing records
  • Stipend documentation
  • Payroll support
  • ISO documentation
  • Length of Service Award Program (LOSAP) documentation
  • Organizational reporting

Departments determine which administrative workflows utilize Station Presence Verification.

05 Approved Locations

Station Presence Verification operates only at locations approved and configured by the Department. Examples include:

  • Fire stations
  • EMS stations
  • Administrative offices
  • Training facilities
  • Department-owned properties
  • Other authorized operational locations

The feature does not continuously monitor users outside approved geofenced areas.

06 Arrival & Departure Events

On arrival at an approved location

  • Arrival timestamp
  • Department location
  • User account
  • Administrative event type

On departure from an approved location

  • Departure timestamp
  • Department location
  • User account
  • Administrative event type

These events are used to support administrative records.

07 Manual Corrections

Automatic systems occasionally require human review.

Authorized Department personnel may be able to:

  • Correct timestamps
  • Add missed attendance
  • Remove duplicate events
  • Approve administrative adjustments
  • Document reasons for changes

Departments remain responsible for maintaining accurate organizational records.

08 Accuracy

Location technology depends upon several factors, including:

  • Device settings
  • GPS availability
  • Cellular coverage
  • Wi-Fi availability
  • Operating system behavior
  • Battery optimization
  • Environmental conditions

Because these factors vary, Station Presence Verification should be considered an administrative aid rather than an absolute record of physical presence. Departments should review administrative records whenever appropriate.

09 What Station Presence Verification Does Not Do

Station Presence Verification is intentionally limited. It does not:

  • Continuously monitor members
  • Record travel routes
  • Monitor driving behavior
  • Track users throughout the day
  • Record personal destinations
  • Monitor off-duty activities
  • Dispatch emergency resources
  • Replace accountability systems during emergency incidents
  • Function as a personnel tracking system

The feature exists solely to support administrative recordkeeping.

10 Privacy

Location events generated through Station Presence Verification are handled in accordance with:

Big Bull Technologies does not sell or use station presence information for advertising, marketing, or profiling.

11 User Controls

Members control location permissions through their supported mobile device.

Depending on organizational settings and platform capabilities, users may:

  • Enable location access
  • Disable location access
  • Modify location permissions
  • Disable background location
  • Re-enable permissions

Disabling required permissions may prevent Station Presence Verification from functioning.

Departments determine whether participation in automated administrative workflows is required for their organization.

12 Department Responsibilities

Departments are responsible for:

  • Configuring approved locations
  • Establishing administrative policies
  • Informing members about department expectations
  • Reviewing administrative records
  • Correcting inaccurate information
  • Complying with applicable employment, labor, volunteer, and privacy laws

Before the Call provides administrative tools; Departments remain responsible for how those tools are used.

13 Security

Station Presence Verification records are protected using the same administrative, technical, and organizational safeguards applied to other Customer Data. Access is limited based on user roles and permissions established by the Department.
